It just looks like he took a brush and painted black over the bottom to create an illusion. Global Warming is the least of the world's problems atm.

the water level hasn't risen, he's drawn it like that to make it look as though the water had faded the bottom half of the text as its risen, but it's actually stayed at the same level. thats banksy for you :)
